It sounds like you have “Render Loop Region Only” turned on. Setting is at bottom of render as window – make sure to turn off. However, the lower your bit rate becomes, the lower the quality becomes. I’m using Vegas Movie Studio

In the video he is using Premiere and he sets the bit rate all the way to 75 and shows a comparison. The video does appear sharper. Any suggestions? Assuming you start with great footage — no blown highlights, proper white balance and all that and properly color match and edit, what is left is to give YouTube a file that matches what YT wants; it will turn it into 30 fps so you might as well shoot in I personally yet great results in Vegas for YT using the h.
Only specific hardware devices might require a larger number of slices. For example, Blu-ray above a certain level requires 4 slices. Less slices is better for compression. What a slice means is to divide the frame into X pieces and each piece is completely independent of all others. Also, keep in mind that YouTube plays everything in Flash or flv files. This produces a very nice standard m2ts file.
